Outspoken professor named Taipei deputy mayor

TAIPEI, Taiwan -- Taipei Mayor Hau Lung-bin (郝龍斌) yesterday named National Chengchi University professor Chang Chin-e (張金鶚) as a new deputy mayor.

Chang, from the school's Department of Land Economics, will take office on April 1.

Hau said he hopes that Chang's expertise will push forward Taipei's urban renewal.

The city government has been looking to fill the position since former Deputy Mayor Chen Wei-zen (陳威仁) was tapped to be secretary-general of the Cabinet in February.

Chang said he has set himself three targets as deputy mayor. First, he said he hopes he can solve the long-stalled Wenlin Yuan (文林苑) urban renewal project in Shilin District.

Second, he will seek to utilize Taipei City's administrative resources to propose policies to solve the issue of unreasonably high-priced real estate in Taipei.

Third, he hopes to propose a road map for Taipei City's urban development, “to raise the quality of the city's cultural and living environments.”

Wenlin Yuan the First Priority

Hau said that Chang, as one of the country's foremost urban renewal experts, provided useful advice concerning the Wenlin Yuan issue in 2012.

The controversial urban renewal project made national headlines last year when two homes within the project's scope were demolished against the wishes of the owners, the Wang family.

The mayor said he will arrange a meeting with the Wang family and Leyoung Construction Corp. (樂揚建設) within two weeks, adding that last week he met with members of the 36 households that are part of the project.

“Taipei is the referee on the Wenlin Yuan project,” Hau said, adding that the city government will ensure that negotiations dealing with the project are transparent and fair for all those invovled.

Chang said that, as the new deputy mayor, he will seek a credible nonprofit organization to act as a neutral third party during talks on the project.

“I have faith that the Wenlin Yuan issue can be solved within one year and nine months,” Chang said, referring to the time remaining in Hau's current term.

Utilize Administrative Resources

“I am not a deputy mayor for the Wenlin Yuan project,” Chang said, and added that he has been researching Taipei's real estate conditions for a long time.

Chang said that once he takes office in April, he will work with the city government to propose policies to bring down the unreasonably high prices in Taipei's real estate market.

He said the city government should utilize its resources to analyze the Ministry of the Interior's real estate transaction price data.

DPP Casts Doubt on Chang

Taipei Councilor Lin Shih-tsung (林世宗) of the opposition Democratic Progressive Party (DPP) said he has no doubts about the new deputy mayor's financial expertise.

Lin said, however, that Chang has been publicly proclaiming his bearish views on Taiwan's real estate for a long time.

“I really hope that Chang will not lead Taipei's real estate sector into being a bear market, which would be very dangerous,” Lin was quoted as saying in a local report.

Chang assisted current DPP Chairman Su Tseng-chang (蘇貞昌) in drafting housing policy while Su was running for Taipei mayor in 2010, DPP city councilor Chuang Ruei-hsiung (莊瑞雄) said.

As Chang has worked for the DPP in the past, it is a tricky political move for Hau to name him the new deputy mayor, Chuang said.

The new deputy mayor's policy decisions could possibly come into conflict with the positions and aims of Hau's administrative team, the councilor added.

NICOSIA, Cyprus -- Cypriot government officials sought Tuesday to alleviate the pain on small savers from a plan to raid bank deposits that has caused outrage in the country and sent jitters through European financial markets.

Just hours ahead of an expected vote in the country's 56-member Parliament on the seizure of a percentage of deposits, officials sought to limit the impact on small savers. They even hinted that the country was looking to limit the amount it is to raise from the measure's imposition — a move that could cover any shortfall from freeing smaller deposits from the charge.

A new draft bill discussed in Parliament's finance committee proposed to spare all deposits below 20,000 euros (US$25,900) from a levy. Those between 20,000 euros and 100,000 euro (US$129,290) would still have a 6.75-percent charge imposed, and those above 100,000 euros would be hit for 9.9 percent, in line with the original plan put forward at the weekend.

A vote in favor of the bank account confiscation is needed if Cyprus is to get 10 billion euros in rescue loans from its euro partners and the International Monetary Fund. The seizure of deposits is meant to raise 5.8 billion euros, which is part of the country's rescue.

If the vote fails to get through Parliament, Cyprus faces potential bankruptcy and a possible from the euro, which could reignite concerns in financial markets over the future of the single currency.

Although Cyprus is the smallest eurozone country to be bailed out, the details of the plan sent shockwaves through the single currency area as it was the first time European authorities have targeted people's bank accounts. Other bailed out countries such as Greece, Ireland and Portugal have raised funds through imposing new taxes.

Proponents of the Cypriot account levy argue that this way gets foreigners who have taken advantage of Cyprus's low-tax regime to share the cost of the bailout of the country's banks, which have been hit hard by their over-exposure to bad Greek debt.

About a third of all deposits in Cypriot banks are believed to be held by Russians. As lawmakers wrangled, Finance Minister Michalis Sarris was to fly to Moscow Tuesday afternoon to meet with his Russian counterpart.

Opponents point out that a blanket charge on people's bank accounts will hurt ordinary Cypriots more, and could shake the confidence of all in the country's banking sector. And by going after deposits, European policymakers have set a precedent that could be repeated in the future. The worry of bank runs across Europe lies at the heart of the concerns in markets at the moment.

VATICAN CITY -- Pope Francis urged princes, presidents, sheiks and thousands of ordinary people gathered for his installation Mass on Tuesday to protect the environment, the weakest and the poorest, mapping out a clear focus of his priorities as leader of the world's 1.2 billion Catholics.

The Argentine native is the first pope from Latin America and the first named for the 13th-century friar St. Francis of Assisi, whose life's work was to care for nature, the poor and most disadvantaged. Echoing the gentleness for which St. Francis is known, the pope said a little bit of tenderness can “open up a horizon of hope.”

The Vatican said between 150,000-200,000 people attended the Mass, held under bright blue skies after days of chilly rain and featuring flag-waving fans from around the world. “Shalom!” read one banner, Hebrew for “Peace.” “Viva il Papa” read another, “Long live the pope.” In Buenos Aires, thousands of people packed the central Plaza di Mayo square to watch the celebration on giant TV screens.

Francis was interrupted by applause several times during his homily, including when he spoke of the need to protect the environment, serve one another with love and not allow “omens of destruction,” hatred, envy and pride to “defile our lives.”

Francis said the role of the pope is to open his arms and protect all of humanity, but “especially the poorest, the weakest, the least important, those whom Matthew lists in the final judgment on love: the hungry, the thirsty, the stranger, the naked, the sick and those in prison.”

“Today amid so much darkness we need to see the light of hope and to be men and women who bring hope to others,” he said. “To protect creation, to protect every man and every woman, to look upon them with tenderness and love, is to open up a horizon of hope, it is to let a shaft of light break through the heavy clouds,” he said.

132 Delegations

Some 132 official delegations attended, including more than a half-dozen heads of state from Latin America, a sign of the significance of the election for the region. Francis has made clear he wants his pontificate to be focused on the poor, a message that has resonance in a poverty-stricken region that counts 40 percent of the world's Catholics.

In the VIP section was German Chancellor Angela Merkel, U.S. Vice President Joe Biden, the Argentine President Cristina Fernandez, Taiwanese President Ying-Jeou Ma, Zimbabwe President Robert Mugabe, Prince Albert of Monaco and Bahrain Prince Sheik Abdullah bin Haman bin Isa Alkhalifa, among others. All told, six sovereign rulers, 31 heads of state, three princes and 11 heads of government were attending, the Vatican said.

First Orthodox Patriarch Attends

Among the religious VIPs attending was the spiritual leader of the world's Orthodox Christians, Bartholomew I, who became the first patriarch from the Istanbul-based church to attend a papal investiture since the two branches of Christianity split nearly 1,000 years ago. Also attending for the first time was the chief rabbi of Rome. Their presence underscores the broad hopes for ecumenical and interfaith dialogue in this new papacy given Francis' own work for improved relations and St. Francis of Assisi.

In a gesture to Christians in the East, the pope prayed with Eastern rite Catholic patriarchs and archbishops before the tomb of St. Peter at the start of the Mass and the Gospel was chanted in Greek rather than the traditional Latin.
